DigitalxADB is the third in a series of annual knowledge-sharing events co-organized by the Information Technology Department, Sustainable Development and Climate Change Department, and Private Sector Operations Department. The event is for ADB’s staff members, consultants, contractors, and partners to learn about and take part in efforts to further integrate digital into ADB’s DNA.
Digital technologies are today’s most powerful drivers of change. DigitalxADB aims to raise awareness and build broad consensus within ADB to continue focusing on the digital opportunities that lie ahead in a world reshaped by COVID-19. This event is designed to help ADB’s people and partners learn more about the digital technologies that are being brought to the forefront of our operations, our investments, and our work.
Digital infrastructure underpins our modern economy, workplace, government, and society. As the rest of the world becomes more digitally dependent, expanding digital infrastructure in developing members is critical in achieving inclusive and sustainable post-pandemic recovery. This track explores how developing members could take ownership of their digital futures by critically reviewing financing strategies, policies, and business models.
Accelerating the continuous digital transformation of ADB is key for driving change in how we work. Innovation, risk taking, and new ways of working are essential for thriving in our increasingly digital world. This track features the digital journeys of ADB and similar institutions, showcases progress made under ADB’s Digital Agenda, and highlights the importance of people in digital transformation.
Agile and innovative start-ups have accelerated the digitalization of society, economy, and institutions, contributing to sustainable development outcomes across Asia and the Pacific. Essential to their success is enabling ecosystems that help them get started, power their growth, and allow them to scale. This track provides an opportunity to discuss new ideas and discover synergies and collaboration opportunities for ADB and its partners in creating supportive ecosystems for start-ups in the region.
Digital technologies enable governments to fundamentally transform the way they operate and deliver services to people by improving efficiency, governance, and transparency. This track explores best practices of an integrated, citizen-centric, and whole-of-government approach to the building blocks of digital government, such as government cloud, national IDs, and national spatial data infrastructure.
Top technology trends that could leapfrog development in Asia and the Pacific are showcased in this session. The panel will discuss the possibilities of AI, blockchain, big data, cloud computing, quantum computing, AR/VR, and other technology in the context of development.
The keynote covers the imperative to close the digital divide as a prerequisite for the region to emerge more resilient, inclusive, and sustainable. The keynote also underscores ADB’s role in accelerating the momentum in closing the digital divide through strategic investment and technical support to build institutional capabilities and create enabling environments in developing member countries.
Digital connectivity has emerged as the critical lifeline during the pandemic and yet, more than half of Asia and the Pacific is affected by a lack of affordable and adequate access to Internet broadband connections. With the increasing digital dependency across all economic and social activities, the stakes on ensuring widespread and quality broadband connectivity are higher than ever. The session takes a deep dive into the complex and evolving nature of digital connectivity deficits in the region and explores multidimensional approaches that need to be taken to close these gaps in developing member countries.
The session discusses the importance of the integrated approach to build spatial data infrastructure for development, the way to build capacity of DMCs to maximize the use of geospatial information and technology for development, and how to collaborate among development partners.
The GIS technologies and applications can significantly improve efficiency, effectiveness, and accountability of development projects across many sectors and themes such as agriculture, disaster resilience, urban, climate resilience, forestry, marine, governance, and the Covid-19 pandemic response and recovery. This session features various GIS technologies and applications as innovative approaches to address development challenges faced by ADB and its developing members.
This session discusses how ADB can help developing members to build the national ID and develop more effective fit-for-purpose solutions and bring together relevant stakeholders and development partners in efforts of digital transformation of the governments and societies in developing members.
The role of alternative voices in the digital for development space will be explored in this keynote.

In the world of bits and bytes, information largely resides in the cloud and travels on-demand via high-speed fiber, mobile and satellite networks. The edge devices that we use to access the internet for work and play as well as the underlying hard infrastructure are powered by a soft underbelly of code and algorithms that steers, regulates and protects data traffic and storage. During this two-part webinar we will spotlight cloud computing and cyber security as essential enablers of an effective, efficient, and secure digital government and digital economy.
Co-organized with Future of Privacy Forum
Across the globe, there have been increasing efforts to strengthen the digital data governance framework to foster safe and responsible data management practices amid the exponential growth in the volume and the types of data being produced, stored, and processed.
Yet, the challenges faced by Data Protection Authorities in the region evolve with the times. Consequences of a global pandemic heightened data security risks, consumer mistrust, and calls for government regulation. Changes brought by the ongoing pandemic and the ripple effects from extraterritorial legislation such as EU’s GDPR and China’s new PIPA compound the complexities.
Join us for an engaging discussion with the thought leaders from think tanks, government, and the private sector as they share their perspectives on the rapidly changing landscape and recommendations on the future of data privacy and protection.
In this first session, industry players from different ADB economies will discuss the varied policy and compliance challenges that they must address in Asia’s evolving data protection landscape, in the face of unprecedented technological, economic and societal change.
What are the difficulties linked to the adaptation of international standards fixed for example by the GDPR, and now the PIPL in China, in economies of different sizes and in different stages of development? What have been key defining moments for data privacy in Asia, and what are their anticipations for the coming decade? Is Asia well-positioned to address growing privacy expectations and generate trust in the digital economy, or what is lacking? How can regulators support their efforts on this journey?
Privacy regulators are policy- and rule-makers, enforcers, educators, members of international networks, generalists and specialists... They may regulate the public and the private sector, and the scope of their missions is ever-expanding. In this second session, several regulators of the region will discuss the specifics of their missions in the Asia Pacific. How to start an authority from nothing? What are the existing supports? How do international cooperation networks function? Do Asian public stakeholders have the means to be represented in international cooperation networks commensurate with the size of their economies and populations?
As the use of digital technology prevails across governments around the globe, most countries in Asia have also taken an integrated, whole-of-government approach to digital government to promote accessible, citizen- centric service delivery. The session discusses the importance of an integrated, whole-of-government approach to digital government and the way for ADB to support DMCs to build a foundational and enabling environment for the digital government with more effective fit-for-purpose solutions by bringing together relevant stakeholders to help digital transformation of the governments and societies in DMCs.
Agile and innovative start-ups have accelerated the digitalization of society, economy and institutions, contributing strongly to sustainable development outcomes across Asia and the Pacific. Essential to their success are enabling ecosystems that help them get started, power their growth and allow them to scale. This television-style talk show will present key lessons learned about digital innovation and building successful startup ecosystems.
Across the Bank and across the region, development innovators are recognizing that flourishing startup ecosystems power digital technology innovation and adoption, while contributing to multiple SDGs. This panel will catalogue related initiatives and opportunities for ADB finance to play a catalytic role.
What are the opportunities and entry points for ADB to contribute to startup ecosystem development? What have we learnt so far and what could be done? Three hands-on clinics, which will run concurrently, will provide an opportunity to discuss new ideas, discover synergies and explore OneADB collaboration opportunities connecting operations, sector and thematic work, and our venture investment activities.
